Extractor number not related to number of hatcheries #43

Some builds considered optimals include "3 extractor for 1 hatchery", which is 
obviously not possible.

no other hatchery is building, it is making 3 extractors for me at 4:35, 
hatchery isnt even started until after 6 minutes.

Recently tried it under the same requests, it didnt use 3-1 anymore, so no it 
isnt occuring.
