An utility python script to find the fastest combination of bin refine factors #91

Once issue #90 is fixed, an additional python routine to run through a set of bin_refine_factors for the typical use case would be very useful. The output of this helper routine would be the bin refine factors that produce the fastest calculation on the target machine (not quite as advanced as ATLAS self-tuning but similar in spirit)

Not sure if porting over to all other extensions is worth the effort. Closing this as part of the milestone v2.0 but opening a new one as a kind of feature request.
