Tab bar doesn't appear for regular Google account users #33

What steps will reproduce the problem?
1. Log in as a regular, non-admin user with a Google account.

What is the expected output? What do you see instead?
The tab bar with Articles and Communities and so on should appear, but does not.

What version of the product are you using? On what operating system?
0.8 on GAE with the Cold Plain theme.
