Enable PoET engine registration and WaitCertificate verification #55

  1. Fix issues in both Core and Validator Registry TP to work as expected.
  2. Make changes to the way PoET engine is started, to enable WaitCertificate verification.
  3. Related docker compose files for build and run.
  4. Minor fixes for build and keeping code consistency.

I will fix commit message lengths for rest of the commits. I cherry-picked your commit, you're the only author there.

There were no updates in this PR, the base branch to which this PR was raised is force-pushed to correct/consider review comments on Hyperledger/sawtooth-poet repo. Because of commit id changes, tool is showing unrelated commits.

I'll push the reworked code on top of current latest commit ID. That should solve the problem.
