[Maintenance] Simplify Peripheral

Summary

The Peripheral was a little too complex, making it harder to follow and easier to make otherwise easily avoidable mistakes.

Changes

• Peripheral and delegate are in separate files
• Removed the internal CoreBluetooth overloads
