Add GUI to enable/disable access keys #823

This patch adds an "accessibility" page to the settings window (couldn't
really decide where to put it otherwise) with a checkbox to enable/disable
access keys.

The access keys are great for certain people, but for me they just get in
the way. And I know I'm not alone in this. :)
