URLs containing percent-encoded characters will cannot be bookmarked #898

What steps will reproduce the problem?

1.  enter URL:  http://code.google.com/p/aror%61/  in location bar
2.  Add above URL to bookmarks
3.  Try to access it via bookmarks menu

What is the expected output? What do you see instead?

The percent sign is percent-encoded again so that the above URL
becomes  http://code.google.com/p/aror%2561/

What version of the product are you using? On what operating system?

Windows, OS/2
