SVG support of native inkscape #220

Inkscape save SVG file with by default theses options :
* relative coordinate (m opcode)
* non repetitive command (C a,b,c,a,b,c instead of C a,b,c C a,b,c)

Today, you need to change how inkscape save file if you want to use it in PyMT
