New synchronization script #327

This replaces the previous autoReposSync.sh with a bash script reductionScriptSync.sh that creates directories, executes git commands, and runs a python script, copyreductionfiles.py, that does the actual file comparison and copying. This is intended to be easier to maintain.

Two features were added:

  1. Any file that is already in git will be synchronized
  2. Live reduction files are copied into git.
