Automate the database part of cycle setup #342

At the moment, setting up for a new cycle would involve manually deleting specific entries from specific tables from the database. This can be finicky and can have consequences if done wrongly.

A small script to automate this process would be beneficial to avoid any accidental deletions. It will also speed up the process in future.

Make sure to also change the document which details how to setup for a new cycle.

This is now in place on the production system and the relevant information has been added to the startup document on Sharepoint.
