Bump Openblas to >= 3.4.0 #59

Currently Openblas has a lock which is not re-entrant safe, this causes the thread sanitizer to hang without export OPENBLAS_NUM_THREADS=1

This has been fixed in newer Openblas versions and an extremely old dependency may cause us headaches in the future too
