Switch to python 3 #23

Switches to Python 3 tooling, required when we fully switch over the project from Python 2

Additionally I've bumped the versions of the static tooling in a separate commit, so we can back out. However, this is one of the better times to update to the latest versions, since we are already changing from Python 2 -> 3 anyway
