Investigate a bare-bones Windows mantid-development Docker image

Windows build agents have typically been setup manually. Investigate creating a Windows container image with the required tools.

The tools that are required:

• Visual Studio 2019
• git/git bash
• miktex

A while back I had a crack at starting putting something together at https://gist.github.com/martyngigg/e2cb75bd0a14ebcbbaf8f0d1c98e98bb. It might form a good base to start

We also don't necessarily need miktex now as the documentation is now only built once by a Linux node.
