This PR introduces files necessary to allow the set up of windows cloud Jenkins nodes on a windows VM running Windows server 2019.

To Test: To test, use the documentation to set up a new windows VM and use it to host a (or a few) Jenkins nodes.
Run the testing-new-windows-builder Jenkins pipeline on the new nodes, ensuring all tests (unit/system/package) pass.
