PSI muon data loader #27636

We want to use the PSI data loader in mantid with a thin wrapper to make it a mantid algorithm.

The src code is http://lmu.web.psi.ch/docu/manuals/bulk_manuals/software/Class_MuSR_PSI/main.html - has an example that we modify to wrap it

It is also in this repo

We want to 'isolate' the code we are importing from MuSR. See https://github.com/mantidproject/mantid/tree/master/Framework/DataHandling/src/LoadRaw
