Port Vesuvio calibration scripts to Mantid #32929

Currently the Vesuvio calibration scripts work for MantidPlot 3.92 and are not part of the Mantid code. It would be good to integrate these calibration scripts into Mantid.

This will require updating parts of the script to work with a current version of Mantid. The scripts need to be translated from Python 2 to Python 3.
