Move Indirect Data Reduction Instrument selection to Settings

Description We want to move the Instrument selection option in the Data Reduction interface to the Settings widget.

Acceptance Criteria

• The Instrument selection option is in the Settings widget
• When you change the Instrument option, the Data Reduction GUI will update
