Update authors and citation file for v6.10

Description of work

Update author list and citation file for 6.10.0 release.

There is no associated issue.

To test:

Check for typos. The DOI has been created here: dx.doi.org/10.5286/Software/Mantid6.10 This will redirect to an URL for the 6.10.0 release notes.

Looks good, I think Tom normally removes duplicates / fixes typos in the authors list https://github.com/mantidproject/mantid/pull/36920/files

Not sure if there are any of those to do this time?

Not that I can see, but I've just realised peoples names are grouped together - so I've just done the same
