Update cppcheck to 2.14.2

Description of work

Update to the latest version of cppcheck on conda-forge.

Purpose of work

Major benefits:

This version has an ARM macOS build
New returnByReference check that warns when a large class member is returned by value from a getter function
Probably a lot of bug fixes and false positive fixes that we will benefit from

Fixes #37462

To test:

Look at the defects generated by this new version in this build and check that there isn't something weird happening https://builds.mantidproject.org/job/pull_requests-cppcheck/60184/
