Connect QTAssistant to MantidPlot #7476

This is only a job of modifying a menu items "Help"->"MantidPlot Help" and "Help"->"Algorithm Descriptions" to the menu then running qtassistant with the collection file created in http://trac.mantidproject.org/mantid/ticket/6101.
