Spectrum Viewer: Outlier Removal Within Specified Range (Dip removal) #2098

Desired Behaviour

IMAT have asked if it would be possible to have the ability to perform outlier removal within the spectrum viewer for a user specified range to remove dips from spectrum line plot (See large dips in screenshot below for reference)

Current Behaviour

Mantid Imaging currently does not support outlier removal from within the Spectrum Viewer window.

Would this issue not be resolved with PR#2113? As you could perform the Remove Outliers operation on the data in the Operations window and the data would update in the Spectrum Viewer.

I'm not sure if our current outlier removal would work on those dips. It currently only considers variation in the X-Y plane, i.e. within a slice. We'd probably need something that worked in Z (ToF). Do we know what causes them?

I'll check when i go down to IMAT on the 18th.
