Mslicedevel.bat starts installed MSlice instead of development version #897

Describe the bug The script mslicedevel.bat is used to start the development version of MSlice standalone on Windows. At the moment it starts MSlice from an installed Mantid instead.

To Reproduce

Run mslicedevel.bat on windows and observe which MSlice version is started.
