Updated Python from 3.8 to 3.10 #926

Description of work:

Upgraded Python to 3.10 for MSlice, the environment files and its conda recipe.

To test:

Try to break MSlice ;-)

Fixes #869.

I can confirm the QMenu's appear to be formatted as expected with no weird behaviour

I've addressed requested changes and also removed code that was only necessary for testing.
