Don't display selection list if there are no snippets #24

Snippets box (field) is now showing up even when there are no Snippets available for particular user. This is annoying to users, which do not use Snippets.

Initially reported in https://mantisbt.org/bugs/view.php?id=23524

This is a regression introduced by commit 0dfa8b19f9ffe356b99505575e723e6652cc1162.
