For MantisBT: volunteer translation for MantisBT is done at https://translatewiki.net. Please follow https://translatewiki.net/wiki/Special:FirstSteps to become a translator there.

For Plugins: Use github to create a fork, apply your changes, then send us a pull request.

If you already have created strings files and don't know much about git you can just email the files to mykbaker at gmail dot com and I can add them on my end.

Thank you for the Plugin. It's extremely practical! Have you ever considered an option to export time reports?
