Processing of very old planet files

When planet file is very old, too many daily update files are about to be 
processed and planet update can fail. Updates should be grouped into reasonable 
(~ 1 month) chunks and additional update preparation step should be performed 
processing these chunks.

E.g. when 30 updates are collected, they can be merged together in a follow-up 
Osmosis step and resulting file can replace all 30 files. Further processing 
can process further daily updates etc.

This issue was updated by revision r265.

Planet updates are grouped for each 30 days.
This approx. doubles updates processing time but should improve stability of 
updates for old planet files.
