Offline trackers for Planet file update

What steps will reproduce the problem?
1. Downloading Planet file.

I get this message about one of the trackers used for download of planet file:

announcing [started] to tracker > http://tracker.ccc.de/announce
tracker error: HTTP Error: 404 Not Found > http://tracker.ccc.de/announce
announcing [started] to tracker > udp://tracker.ccc.de:80/announce
tracker error: Timed out > udp://tracker.ccc.de:80/announce

List of trackers to use is included in the torrent file. If a tracker is not 
accessible or out of operation like your example, another tracker from the list 
is selected.
