Planet file unintentionally deleted when previous run failed or was stopped #96

This is caused by a bug in the regions updating code.

If Skip planet update is checked and previous regions extraction was 
interrupted, planet file is destroyed in the next run.

This issue was updated by revision r253.

Planet file is no more updated in the first pass when Skip planet update is 
checked together with Update regions with existing Planet file.
