"Bring to front"/"send to back" does not work #30

What steps will reproduce the problem?
1. Select any object in your layout
2. Click Edit->Bring to Front or Edit->Send to Back
3. note that object does not change position

What is the expected output? What do you see instead?

Expect that the selected object will move "in" or "out", relative to other 
objects in the layout.  However, the object order does not change.

What version of the product are you using? On what operating system?

issue occurs in v3.0.6B, on Win XP.

These work only within the pre-defined z-axis range. Let me try to explain, 
each component has it's range of movement on the z-axis. For instance boards 
are always below resistors. That makes it possible to lock one layer. Move to 
front/back only works between components that belong to the same z-axis range, 
for instance resistors/caps/pots are all in the same range, so you can move one 
in front/back of the other.
Did you have that situation or I'm missing something?

I don't understand why there needs to be a conceptual link between the display 
level and the ability to lock a layer... Surely you can just set the "layer" as 
an attribute independent of the display hierarchy (although things assigned a 
given layer will presumably have an initial default position in the display 
hierarchy consistent with the with the current scheme.
