Allow DIY Layout Creator to be translated into another language.

There's now a manual in Dutch. I'm not a native Dutch speaker, so if you spot a 
horrible mistake please post a message to let me know, either here or on the 
Discussion Group in the Internationalization thread.

Bancika tells me that the first translation will be available in the next 
version (we're on 3.0.9 now).

Any progress on this? I'm not a Java programmer but could do some donkey-work
