Ability to place image on different layer #60

When using an image as background (as I do with an 1590A image (to scale) as an 
enclosure reference) I have to move the image behind every component, pad, 
trace, board, wire etc (one step at a time, but I've already submitted that 
issue), and then every new item I add gets added behind the image, meaning; new 
components gets added below everything else.
