Rulers get out of synch

When you create a document that is wider than the screen, you can make the 
ruler display incorrectly.

Test this by creating a 30" wide document, then place a straight up and down 
line someplace near the middle. Note the X position. Say that it is at 18".  
Now, grab the scroll bar, and scroll the screen. You will see the line appears 
alternately at 18", or 19", it will flip between the two. Worse of all, if you 
release the scroll bar when it is showing the incorrect number, the incorrect 
number persists, and can lead to mispositioned components!!

This actually nearly caused me to lay out a 27" inch chassis on only a 26" 
canvas! It took me forever to figure out why stuff wasn't fitting!
