Based on prior testing by the team on other TPs as well as our own system, this is expected behaviour of the JavaFX
components, and otherwise a result of the tester's OS/device. It is not due to the application not being able to load up/handle more than 8 contacts.
Furthermore, if the tester considers this to be an operation and bug, under our NFRs, the team has specified a maximum lag of more than 1 second expected. Hence this would be an acceptable performance otherwise.

To reproduce: Have more than 8 applicants. Try to scroll to the bottom in one quick motion
The scrolling stops at the 8th contact, and takes a second for the scroll bar to adjust.Then the user must scroll again to view the rest of the contacts.
This issue also occurs when trying to scroll back up sometimes. It is sporadic and does not occur consistently, but it does hinder the user for a second.
