Skip tzdata timezone selection during build #2

Somewhere in this process tzdata is installed and requires STDIN input for the timezone, even if you select, nothing happens.

Fix: add some stuff in Dockerfile before RUN: See this

(On raspberrypi4@raspberry pi os64 bit)
