Migrate K&R C in the config scripts to ANSI C #84

Support for a number of K&R C features was deprecated 20+ years ago, and may be removed entirely in a gcc release in the not-too-distant future. The Fedora project is preparing for that change:

Some of the scripts in bigloo's autoconf directory use the features that are to be removed. To prepare for that, this PR eliminates:

None of these features are used in the actual bigloo code, just in the configuration scripts.
