Add Dockerfile and docker-compose.yml for web #223

This creates a Dockerfile and docker-compose.yml that allows you to run the development web version with docker-compose up.

Wow excellent @brianclinkenbeard !!! I'm sorry it took me so long to merge this. Lately I've been super busy and I had the project a little abandoned.
