This pull request fixes my name's spelling and also some links to my kotlin/ch-2.kts files. Hugo generates UTF-8 encoded HTML files. Thus it's not a problem to use UTF-8 in the source files.

@manwar I've updated the pull request, which now uses my surname's internationel spelling "Voegele" in ASCII. My surname is either spelled "Vögele" or "Voegele". My name is never spelled "Vogele".
