Add README for the new repository #131

The new repository is created as: https://github.com/ChallengeForge/TheWeeklyChallenge

I would love to have same README as in https://github.com/manwar/theweeklychallenge

Hello. I can take up this issue.

I also wanted to look at the issue with updating Hugo and wanted to know the way forward in regards to which repository will be accepting submissions. Will it be this current repo or will all the issues also move to the new repository?

@tony-nyagah Please ignore the Hugo as it will stay with the current working website. We are moving away from Hugo and going to Dancer2.
