C/C++ preprocessor directives should have a single color #19

C/C++ preprocessor directives currently have two different colors due to the # having the additional scope of punctuation.definition.directive.cpp.

The scope keyword.control.directive punctuation.definition.directive should be added to the list of control keyword scopes. Compare with Monokai below.
