Opps, should have included both Disclaimer and donor credits in this.
Summary: Layout tool automatic disclaimer and donor credits value corresponds to those in operational config xml (was: Layout tool automatic disclaimer value corresponds to that in operational config xml)

The layout tool has been overhauled, with two tabs now separating out common and standard elements. Disclaimer, donor credit, produced by and timezone fields have been added. These correspond to the new mapping templates developed by Matt Sims and the Cartography working group. Testing should be performed against these templates.

What steps will reproduce the problem? 1. Create an Op config file included added an valid default disclaimer
What is the expected output? The layout tool should update the disclaimer map element.
What do you see instead? There is no option to update the default disclaimer in the layout tool.
