When checking layers, MapChef should skip the schema check on raster layers.
Actual Behaviour
MapChef attempts to apply the schema checks to all layer, and these fail on raster layers. When suitably configured this results in JIRA tickets being raised for each of the relevant raster layers.
How to reproduce
1) Create a mapcookbook, which contains raster layers
2) run mapchef.exe maps --build path/to/event_description.json for the relevant CMF.
