Those are the things that orgs make easier - since it's easier & safer to add a powerful user to an organization than it is to invite them as a visitor to a mapbox repo. While github organizations can be useful as an organizational tool (in the 'sorting' sense, not the 'community'), that's secondary imho, since here you'd have to re-invite lots of Mapboxers to your cardboard organization.
From my perspective, it wouldn't increase efficiency to create & fill a cardboard organization: this project has no external contributors and many Mapboxy contributors, so you'd end up with more annoying admin work rather than less.
@tmcw - @rclark and I have talked about moving the many cardboard repos into a cardboard org. TBH, this isn't something I was looking to do anytime soon, but if we're going to rename maybe now makes sense?
