[x] Move to .rst from .md for PyPI.
[x] Update README with notes about alpha version, installation, publishing on PyPI.
[x] Release first version of gabbar on PyPI at: https://pypi.python.org/pypi/gabbar
[x] Fix broken tests with new data format in a dictionary

I think we are have come quite close to having an alpha version of a classifier. The recent work on gabbar 0.3 is looking quite promising for a stable alpha release of a changeset classifier.

With the new packages already on PyPI, I think we should merge this PR so that PyPI and Github for gabbar are in sync with each other. Also, the EXPERIMENTAL: UNDER DEVELOPMENT at the top of the README should put things into context.

Also, we have the gabbar 0.3 lining up quite nicely and would be great to merge this as the PR is based on this.
