publish to mason and document #1

Would be great to get this published via Mason, if desired. Thinking about including mason as a submodule, just like wagyu. What do we think about that @springmeyer @GretaCB?

After talking with @springmeyer it doesn't make total sense to include mason as a submodule for publishing, since publishing is limited to those with AWS access tokens. Instead, we'll publish hpp-skel itself so we can

  1. write some documentation about how to include a mason package into your project.
  2. if you're interested in how a project was packaged originally, we can link to the mason page

per chat with @mapsam, we'll retag v0.0.1 (so adding a v per convention with other mapbox repos, JS and C++).

Per chat I've advocated for not publishing in mason. Instead we'll include docs that point to how mason packaging works for downstream users.
