Description of change

Updating museum and town-hall icons. Removing M from museum icon makes it more global (ie, replaced museum with existing town-hall icon). With this removal, the town-hall icon required updating as well.

The new town-hall icon uses the existing town-hall icon as a guide for shape and pixel widths, with design adjustments focusing on adding a clock tower.

I removed museum-11 when I just updated the other tickets, which I believe is causing this to fail at the moment (but will be fine once we update requirements). Let me know if I should add -11 back in.
