Move LibraryLoader default implementation to this repository #16

Currently, the library loader lives in both maps and navigation SDKs. We should distribute it from this repo instead.

This would be very similar to the https://github.com/mapbox/mapbox-base-android/tree/master/liblogger implementation.

Once implemented we can make a release of this repository and integrate these changes in common sdk and maps android
