Notarize macosapp #14753

The macOS map SDK’s macosapp needs to be set up for notarization so users can run it more easily on macOS 10.14.5 and later. The application runs just fine under the hardened runtime, so only the build scripts need to change.

Started working on the build script changes in #14754.

For v0.14.0, I replaced the script-generated Mapbox GL.app with a copy that I manually uploaded for notarization.
