Don't restrict functions for piecewise-constant properties to integer zoom levels #590

The validator currently enforces integer zoom levels for piecewise-constant functions. This dates from https://github.com/cutting-room-floor/mapbox-gl-style-lint/issues/45. I don't remember what the original rationale was. I can't think of any, and I would like to remove this restriction.
