This PR addresses issues associated with rate-limiting issues that several users have experienced recently (https://github.com/mapbox/mapbox-isochrone/issues/11, https://github.com/mapbox/mapbox-isochrone/issues/9).

Changelog:

BREAKING: adjusted main isochrone function from fn(resp) to fn(error, resp) to allow for specialized error handling (e.g. retries, etc).
BREAKING: Decreased default resolution (from 0.5km to 1km).
Added more descriptive error message when hitting rate-limiting errors.
Increased maximum allowable resolution from 2 to 3 km.
