Bump to 7.0.0, Updates mapnik to 3.7.0 #124

Bump to version 7.0.0 after mapnik drops windows binaries. Updates all mapnik dependencies.

A fix related to reprojection issues in mapnik-vector-tile has been fixed so a failing test case is no longer failing. Added this test back as a successful test of reprojection.
